Tonga's Tane Takulua managed to ground the ball behind the try-line amid a writhing mass of bodies a minute before half time to get his nation on the scoreboard.
Â
Takulua converted himself to make it 17-7 at the break.
Â
Tonga scored their second try six minutes after the restart.
Â
Malietoa Hingano collected Cooper Vuna's kick and drove over the line to make it 17-12, with Takulua converting to reduce the deficit to three points.
Â
Two Ntamack penalties allowed France to keep Toutai Kefu's men at arm's length.
Â
However, Tonga ensured France would endure a nervy end to the game when Zane Kapeli bagged their third try two minutes from the end.
Â
Kapeli touched down in the corner from Latiume Fosita's kick, with Fosita converting to make it 23-21 with one minute left on the clock.
Â
Time ran out for Tonga, and the final whistle sealed France's place in the last eight.
